Having been designed from the ground up with simplicity in mind, WHMCS makes things as easy as possible. Nevertheless, WHMCS requires certain features to be installed to make it function correctly. One of those is the ability to validate licensing via CURL. For more information, please see the details outlined below. Information collected by WHMCS:
Upon having collected all this information, WHMCS will go ahead and sync this information with the licensing server. If it’s unable to reach the licensing server for up to seven (7) days, you may receive an error such as the one below: WHMCS has not been able to verify your license for the past 7 days or more. Before you can access your WHMCS Admin Area again, your license needs to be verified. Make sure you do not have a firewall blocking the connection to our server. Should you get the aforementioned error, please take a look at the suggested ways of resolving this error below. Please note that both items are necessary for WHMCS to function correctly.

We have a problem with cURL and WHMCS connect to domain registrar. Now we have fixed that but this might be a reason for WHMCS license error.

Needs to be reissued. Go to support link on licensecube site to reissue your WHMCS license.

Most of the time WHMCS is doing this when you move the web hosting or change the sub-domain it resides.

Every change of web hosting needs WHMCS to be reissued Pretty easy and standard procedure for re-validation the WHMCS license though.

WHMCS has their web site and licensing system DDoSed lately may be that can be a reason too for the WHMCS license not to validate.

We have had the same problem with we have changed the web hosting and the cpanel username has been changed but we got this fixed with the help of LicenseCube which is the best WHMCS licenses distributor so far.

You need to reissue the WHMCS license if you change the installation folder. Pretty good security by WHMCS.
